Mayor Kavanagh's business career began as second in command at a book and magazine import company in New York City, which catered to specialized markets. Upon moving to Arizona with her husband and two sons, she became immersed in business and community service activities in her new hometown of Fountain Hills. Mayor Kavanagh was and is a member of many civic organizations including the Am

erican Legion Auxiliary, Cultural & Civic Association, ADOG, Fountain Hills Republican Club, Falcon Boosters, PTO, Sister Cities Foundation, Arizona Latino Republican Association, Library Association, Friend of the Chamber (past chair), McDowell Park Association, Historical Society (past board member), and Chamber Ambassadors (past chair). She served on the Public Art Committee and created the Fountain Hills Docent-Guided Art Walk to showcase the town's world-renowned art collection. She was also very active with the Visitor's Bureau to spur tourism for the town. Mayor Kavanagh is an honorary Captain with the Maricopa County Sheriff's Department, was named Business Advocate of the Year by the Fountain Hills Chamber of Commerce and also served as its Board of Directors Chair. She was also named Fountain Hills Parks & Recreation Outstanding Volunteer of the Year, Community Center Volunteer of the Year and received the River of Time Museum Hero Award. Mayor Kavanagh was inducted into the Lower Verde River Valley Hall of Fame in 2009, as a tribute to her many years of active involvement with the town's civic, cultural, service, religious and business communities. Mayor Linda Kavanagh earned a BA degree in English and Education from Queens College in New York City and is an A+ certified computer repair technician, graphic designer and unpaid Director of Constituent Services for her husband, State Senator John Kavanagh. Mayor Kavanagh was reelected to her second term of office in 2014.

Thank you, Fountain Hills!

I am proud to have served our small town community as mayor for the past six years.

I set many goals for myself and I am very pleased that I have completed those goals and many more. Public safety, maintaining a sound infrastructure, providing good services and amenities, and doing all this while maintaining limited government and low taxes were my primary goals.

Of course all this could not have been accomplished without the help and support of my fellow council members and our dedicated town staff, led by our current manager, Grady Miller, and past manager, Ken Buchanan. Fountain Hills has seen a building boom, retention and expansion of our business community, improvements to our infrastructure, especially the rebuilding of Saguaro Blvd., and the upgrading of our parks, and other facilities. Fountain Hills has come out of the recession as a vibrant community with a bright future and a great quality of life.

Opening our trailhead and getting real access to our mountain preserve was one of my primary goals. It was vital to develop Adero Canyon to accomplish this. While it took a good number of years, it is very nearly done.

Our parks are our jewels and upgrading them was another of my goals. Not only do our parks look pristine but the linear park down the Avenue was added and it has become a popular amenity for our residents. Our namesake Fountain runs better than ever before with the new equipment and our lake is in good condition.

Having been previously the Chair of the Chamber of Commerce board, making it easier to do business in town was also one of my primary goals. With the help of experienced council members in the construction and development industries, changes were made to the sign ordinance, restaurants were permitted to add outside seating and serve alcohol, and pet friendly patios were encouraged. The business application process was made more business friendly and many fees were either reduced or eliminated. Construction ordinances also were streamlined to make Fountain Hills a more desirable place to build either a home or commercial project.

Changing some ordinances to make life healthier, safer and happier was another goal that came about in my last two years. Working with what I consider one of the best councils, as a team we passed a no smoking ordinance, no texting while driving, and a nuisance ordinance to help our neighborhoods maintain their good quality of life. The construction of our new firehouse was a vital safety issue to some parts of town that were not getting adequate coverage and that station will be opening soon.

We have some wonderful neighbors, the Fort McDowell Yavapai Nation and the Salt River Pima Maricopa Indian Community. Reaching out to them, our current council created mutual economic benefits and established lasting friendships.

Since Fountain Hills is a small community surrounded by many larger ones, we were often neglected when it came to decisions about the East Valley. I made it
my goal that our town be recognized on an equal basis by attending MAG, GPEC and League of Cities and Towns meetings and getting elected to leadership positions in County and municipal organizations.

With the help of our residents, commissions and service organizations, we gained a wonderful sister city, Zamosc, Poland, started a Community Garden,
added a musical instrument park, built a new tot lot, improved our Splash Park, added even more renowned art pieces and were granted the distinct honor of being designated a Dark Sky Community.

With the expertise of our awesome staff, we also added many family-friendly events for our residents to enjoy right here at home.

This council also started the negotiations with the state to build on the State Trust land to our north. That will be a task left for the next council.

Just recently I started working with a very dedicated group of residents to bring a wonderful project to our town, an Astroscience Center featuring an Observatory and a Planetarium. This project will be a unique addition to Fountain Hills with incredible potential for the future, and a perfect fit for our Dark Sky Community. I hope to continue to help make this happen even after I’ve left office.

During my six years as your mayor, I very often had to call upon outside help for many different issues that would have harmed our town but were beyond my power as mayor. I want to thank Congressman David Schweikert, County Supervisor Steve Chucri, Senator John Kavanagh, State Representative Michelle Ugenti-Rita, and State Representative Jay Lawrence who were always ready and willing to come to the aid of Fountain Hills.

I also want to thank Alan and Brent Cruikshank, Mike Scharnow, Barb Charzuk and Linda McThrall of the Fountain Hills Times for six years of photos and stories that showcased our wonderful town.

I’ve truly enjoyed working with both of our town managers and town staff. Their professionalism and knowledge are only surpassed by their dedication to our town and its residents. The same can be said for our firefighters and deputies who are an intricate part of our Fountain Hills family.

I wholeheartedly want to thank my family and my closest friends for all their love and support. I couldn’t have had six successful and enjoyable years without you.

Fountain Hills has been my hometown for almost 25 years. I love this town and have worked very hard during my six years as mayor to make it the best place for all of us to live. It’s never an easy choice to decide whether to seek another term, but when I discovered that Councilman Cecil Yates was interested in running for mayor, I knew that the town would be in very good hands.

I formally endorse Councilman Cecil Yates for Mayor. He stands on no rigid political agenda. His heart and soul are with our community and you can’t ask for more than that. He is a man of solid character, integrity, high morals and strong ethics.

My primary role as mayor will be as an advocate for the people of The Town of Fountain Hills. There are many issues that will come before us in the next few years. They include completing our downtown, finalize a sustainable revenue source, procure a master developer for the state trust land and keep our World Famous Fountain clean and in optimal operation.

Second, the mayor should be a vital and active communications link between the people and the Town. While wearing the various business, economic development and civic “hats”, my role as mayor will be to stay in touch with both citizens and businesses to keep everyone better informed and receive their input for better decision making.

Third, as mayor, I will be a valued partner with the town manager and staff, by taking advantage of my diverse business and public sector experience, skills and perspectives. Together we will accomplish the strategic goals set for the town from the input of the entire community.

The issues before us continue to be balancing fiscal responsibility with providing the highest desert living experience in Arizona, using sound judgement. The “Fountain Hills Experience” must be maintained and improved upon, leveraging our assets without creating any shortfalls or losing our identity.

The foundation of any thriving community should include the arts, education, shopping and recreation. If we want to attract families, seniors, businesses and tourism to the area, we must work to enhance and expand these foundation categories.

I look forward to a positive campaign, reconnecting with our residents and businesses, and tackling the challenges before us together.

It is with mixed emotions that I announce that I will not be running for re-election as your mayor in 2018. The past six years have been exciting, professionally fulfilling and at times challenging. Each town council has been confronted with different and sometimes difficult problems as the town has grown and now nears build-out.

Looking back since I first took office, the council and I have made great accomplishments such as completing our downtown, improving our infrastructure especially our parks, balancing our budget without raising taxes, and maintaining a great quality of life for our residents. We have made sure that public safety is always a priority and have worked to improve our roads, support our business community and our schools, and have ensured that Fountain Hills is well represented at the state and county level.

I have completed the goals that I set for myself when I embarked on this very important endeavor of taking care of the hometown that I love.

I sincerely thank all the citizens of Fountain Hills for your support through my almost six years in office. You are the reason I decided to run for mayor in the first place, to make this town a great place for you and your families.

I wholeheartedly thank all my family and friends who worked hard to get me elected three times and who helped me throughout my time in office. I couldn’t have done it without your support.

When people outside ask me what makes Fountain Hills so special, my answer is easy. It’s the people. You will find no other town with residents who care so deeply for their town and tackle the issues with such passion. That’s what makes us great and will sustain us through good times and bad. My wish for the future is for all of us to continue down this path of working together as neighbors for a better Fountain Hills.

It has been a great honor and a privilege to be the mayor of such an extraordinary town.

Councilman Cecil Yates and Councilman Nick DePorter joined in the fun for the first Back 2 School Water Bash held at Four Peaks Neighborhood Park. It was a blast! Thanks to the town and sponsors Safe Home Network, Thrivent Financial and our school we were able to do this awesome event free. 400+ attended this event that we want to make an annual one.

As you can see by the slide below, smaller home, more attached homes and more rentals. There are so many rentals in demand that many cities are converting half vacant strip malls into apartments. This trend is across the country, not only in our state.
