It offers services that contribute to the intellectual, social and cultural development of the community. Valdez, the youngest of the eight Valdez children presented a bill to Congress, sponsored by Congressman Roque R. Ablan, creating an Elementary School in honor of the late Don Hilario Valdez, It was approved. Way back in 1968, the Hilario Valdez Memorial Elementary School was dedicated and ina
ugurated. This school was a memorial to Don Hilario Valdez who dedicated the best years of his life to teaching in Batac, a career that spanned the Spanish and American regime. It was in 1972, when Congressman Simeon M. Valdez presented a bill to Congress seeking the conversion of the Crispina Marcos Valdez Library to a branch of the National Library of the Philippines. The bill, R.A. 6557, was passed before the proclamation of the Martial Law, but the budget for the purchase of more books, equipment and the salaries of staff was approved August 1974. August 10, 1974, was a happy and memorable day for the family because the modest and lucky home of Don Hilario Valdez and DoΓ±a Crispina Marcos Valdez, in which the well-known eight Valdez sisters and brothers wre born, was formally dedicated and turned over to the National Library of the Philippines. It is now serving as its branch in Batac, Ilocos Norte. Villanueva, Assistant Director of the National Library, been very helpful in the realization of this project. Mayor Feliciano Q. Asuncion accepted it for the town of Batac. The home was turned over into the a Library in honor of their mother, Crispina Marcos Valdez, who like their father, taught school during the Spanish regime and in the years of the American era.
