Today in history:
Rain slicked the streets of Philadelphia on the morning of May 25, 1787. A small group of men arrived at the Pennsylvania State House, their carriages splashing through puddles as they hurried inside. The doors closed behind them. Guards took positions to keep outsiders away. These delegates had come to fix a government that was already failing.
Under the Articles of Confederation, Congress could not tax, could not regulate trade, and could not enforce its own laws. States printed their own money, raised their own tariffs, and ignored one another. Shays' Rebellion the previous winter had exposed how little power the central government held when armed farmers nearly overran a federal armory in Massachusetts. Something had to change.
George Washington arrived late in the day. His presence alone gave the gathering weight. He had not wanted to attend, yet his friends convinced him the union might break without him. Once inside, he was elected president of the convention by unanimous vote. For four months the doors stayed shut. Windows remained closed against the summer heat.

Through August and into September the delegates hammered out the powers of the new government. They created an independent executive and a federal judiciary. They gave Congress authority to tax and to regulate commerce. On September 17 most signed the finished Constitution. Three refused. The document still required ratification by nine states before it could take effect.
That single summer produced the framework that still governs the United States. The men who met knew they were exceeding their original instructions to revise the Articles. They chose instead to replace them. Their gamble succeeded because the final document balanced power enough to win reluctant approval. The republic they shaped endured.
