Irving R. Devendorf (b. November 2, 1856, Danube, Herkimer County, NY) was a respected New York Supreme Court justice from a long-established Mohawk Valley family with deep Revolutionary War roots, including service at the Battle of Oriskany. He was educated in local schools and graduated from Little Falls Academy in 1877, then studied law under George W. Smith and Joshua A. Steele. Admitted to the bar in 1880, he practiced in Herkimer.

He served as Herkimer County district attorney (1889–1894), gaining a reputation for fairness and diligence, and then as county judge and surrogate from 1895 to 1905. On January 1, 1906, he became a justice of the New York Supreme Court, elected as a Republican and reelected in 1919 with broad bipartisan support.

Devendorf is best remembered for presiding over the 1905 murder trial of Chester Gillette, one of the most famous criminal cases of its time. The trial, held in Herkimer County, drew national attention and later inspired Theodore Dreiser’s novel An American Tragedy. Devendorf’s handling of the proceedings further solidified his reputation as a careful and impartial jurist.

Beyond the bench, he was active in World War I Liberty Loan drives and supported the American Red Cross. He was also involved in numerous civic, historical, and fraternal organizations and served for many years as a trustee of the Universalist Church.

In 1882, he married Margaret Bellinger. They had two children: Dr. Frederick C. Devendorf, a physician and ship surgeon, and Marion, who married George L. Porter.

Charles Stephen Millington (March 13, 1855 – October 25, 1913)

American politician and banker from New York. He served as a U.S. representative from 1909 to 1911. He was born on March 13, 1855, in Norway, New York, to Harty L. (née Lamberson) and Stephen R. Millington. He attended the district schools of Poland, the Fairfield Academy, and Hungerford Collegiate Institute.

At the age of 19, Millington began working at the Hungerford National Bank, Adams, New York. He organized and became the cashier of the Bank of Poland. In 1880, he reorganized the Bank of Poland into a national bank. He moved to Herkimer, New York, in 1894 and became vice president of the Herkimer Bank. In 1895, he became president of the bank and the bank became national in 1898. He was president of the First National Bank of Dolgeville and served as vice president of the Mohawk Valley Real Estate Company.

Millington served as a delegate to the 1908 Republican National Convention. He was elected as a Republican to the Sixty-first Congress (March 4, 1909 – March 3, 1911), representing the 27th district. He was an unsuccessful candidate for reelection in 1910 to the Sixty-second Congress.

Millington was appointed by President William Howard Taft as Assistant Treasurer of the United States in charge of the subtreasury in New York City on May 12, 1911, and served until his death.

Millington married Allie T. Webster, daughter of John Robert Webster, of Poland, on March 6, 1878. They had three children, Maud, Harty and Ada.

Millington lived on North Prospect Street in Herkimer.
He died on October 25, 1913, in Herkimer.
He was interred in Pine Grove Cemetery in Poland.

SILVER STAR SERVICE BANNER DAY

May 1st is Silver Star Service Banner Day, a time to recognize those who have been awarded The Silver Star Medal, and remember the sacrifices of our wounded and ill veterans. The Silver Star is described as the third-highest military decoration for valor in combat and is typically awarded for actions over a short-term and may be earned for specific acts in combat. Compare that to other types of medals for longer-term service, the Meritorious Service Medal, for example, which is awarded at the end of a military tour when conditions warrant.

Silver Star Service Banner Day is a time of recognition related to the Silver Star medal, but not exclusively dedicated to it. Silver Star Service Banner Day pays respect to those who have received the Silver Star but is more broadly associated with service members who have been affected by combat.

Origins
The Silver Star award itself is quite old. According to Defense Department records, it is an award created as the successor of something known as the Citation Star, which was created in 1818. The first authorization for the official use of the Silver Star was in 1942.

The Silver Star medal is awarded for specific actions in combat. Silver Star Service Banner Day is a recognition of those who have been wounded, sickened, or killed in combat in general. The tradition of the Silver Star service banner is about as old as the Silver Star itself; according to several sources, the display of Blue, Gold, and Silver Star banners began in 1818.

Military families with loved ones serving in uniform and/or deployed in combat have displayed service banners and/or service flags as authorized by military regulations in gold, blue, and silver. Each color represents something different:
Gold – sacrifice
Blue – hope
Silver – gallantry
Homes flying the Gold Star service banner have lost a loved one in combat. Those displaying a Blue Star service banner have loved ones who serve, and the Silver Star service banner honors those who have died, become sick, or who have been injured in combat.
