Thelma Stovall was born in Hart County. She was a dedicated public servant and held various appointed and elected positions, including Secretary of State and State Treasurer for over 30 years. In 1975, Thelma was elected Kentucky's first female Lieutenant Governor. (Information from the Hart County Historical Society and Historical Marker which is located on Old Street in Munfordville, KY.
In 1979, Time Magazine called Lieutenant Governor Stovall "Kentucky's Shrewd Lady"and told how "she can play when the cat's away." Her playing included "pardoning three prisoners--one of whom was a holdup man who had been sentenced to life for stealing $28, when she was Secretary of State and Governor Happy Chandler and his Lieutenant Governor were out of the State. In 1978, as Lieutenant Governor, Mrs. Stovall 'pounced' when Governor Carroll was away. She used her temporary authority to kill the Kentucky Legislature's attempt to rescind the ratification of the ERA. A second time in 1978, Mrs. Stovall took advantage of the Governor's absence to call a special session of the Kentucky Legislature to deal with taxes." Mrs. Stovall, we salute you!
